Google Ads Access Levels: Which One to Grant

Google Ads has four access levels, and your choice defines what exactly the agency can do in your account:

  • Email only — the user only receives notifications and cannot sign in.
  • Read only — viewing campaigns and reports with no right to change anything. Good for audits.
  • Standard — managing campaigns, bids and ads. The optimal level for an agency running your advertising.
  • Admin — everything above plus user and access management. Keep this level for yourself only.

Access via Manager Account (MCC): How Agencies Connect

Most agencies connect through their own manager account (MCC) rather than as a separate user. The flow is simple: you share your 10-digit account ID (format XXX-XXX-XXXX, visible in the top right corner of the interface), the agency sends a link request from its MCC, and you accept it under Admin → Access and security → Managers. The advantage: ownership, the billing profile and account history always stay with you, and you can disconnect the agency in one click.

Security: Three Rules for the Account Owner

  • Never grant Admin level to contractors — Standard is enough to manage campaigns.
  • The billing profile and payment method should belong to you, not the agency — otherwise you risk losing the account with all its history when switching contractors.
  • Review the user and manager list under Access and security quarterly and remove outdated access.

To revoke access, open Admin → Access and security, find the user or manager account and click Remove. Your campaigns, statistics and settings remain fully in your account.
