The algorithm matches these hints against the current conversation and decides when it is appropriate to show an ad.
Who can access ChatGPT advertising: the country list
Ads Manager availability depends on the country and gradually expands as testing continues. As of July 2026, the ad account is open to advertisers in the following countries:

OpenAI has kept the entry threshold low so the platform is accessible to businesses of any size. The key financial terms:
- Minimum daily budget — 25 USD per campaign. You cannot set it lower: this is the floor at which the system starts serving ads.

First you need to create and publish the audience — only then do the bid multipliers become available at the ad group level. This approach lets you push delivery toward the most valuable segments while preserving user privacy: the advertiser sees no personal data and only manages delivery priority.
Targeting: countries, cities and regions
Geographic targeting in ChatGPT Ads works on two levels:
- Countries. Ads can only run in countries where Ads Manager is open (the US, Canada, the UK, Australia, New Zealand, Japan, South Korea). You choose one or several countries for delivery.
- Cities and regions. Within an available country, delivery can be narrowed to specific cities and regions (districts). This is useful for local businesses operating within a single metro area or state, and for testing demand in individual regions.
On top of geo-targeting there is a contextual layer — the same context hints that describe the topics of conversations. Bid adjustments for audiences add a third level of control. Together this gives flexible targeting without cookies or personal data. What ChatGPT Ads does not have (at least for now): demographics, detailed interests, behavioural retargeting and cross-platform profiles.

- Create an ad account. Go to ads.openai.com and fill in your company information. The business must be registered in one of the available countries.
- Set up a billing profile. Add your card details and billing address — without this, ads will not start showing.
